While it’s definitely not normal to pay people who are not working, if your business has been forced to close, you’ve received loan funds and have employees you hope to bring back one day, paying them now is precisely what the law was intended to incent. To the extent that you meet the requirements above, your loan will be forgiven and you will have essentially shared the financial advantage with your employees at no cost to you.
